Parenthood (or worse) for the Poor?

President Bush’s rule limiting the rights of patients to receive complete and accurate reproductive health information when they visit a federally funded health care provider was made official. And, unfortunately, it will take a great deal of work to reverse it — starting today. Please help. We knew this was coming, of course. With your help, we’ve been fighting it for months. The rule is clearly a parting gift from Bush to the anti-choice fringe that supported him all these years.

Now, anti-choice medical staff can withhold information about abortion, birth control, and sex education from their patients. Facilities that receive family planning funding, like Planned Parenthood, will have to certify that they will not refuse to hire nurses and other providers who object to abortion and even certain types of birth control. For example, a doctor who opposes pre-marital sex could refuse to provide a prescription or even information about emergency contraception to an unmarried woman.

Frankly, I’m livid. I believe that tricking women when they are most vulnerable is wrong — and the federal government shouldn’t pay people to do it. Especially now, when so many people are already in crisis as a result of the economy, I can’t help but feel that this rule is a particularly low blow to the people who need our help, our support, and our most accurate and effective care the most.

Even with a new president and administration coming in soon, this won’t be easy to fix. It’s going to take more than a simple signature to reverse it. We’re starting our work today and we need your help. Please ask the Obama administration to reverse the new rule.

Washington, DC: Questions pertaining to the legalization and regulation of cannabis dominated an online poll conducted last week by the website of President-Elect Barack Obama.

According to the Change.gov website, the top question for the incoming administration – as decided by the public – is: “Will you consider legalizing marijuana so that the government can regulate it, tax it, put age limits on it, and create millions of new jobs and create a billion dollar industry right here in the U.S.?”

Change.gov processed over 600,000 votes on more than 7,300 different public policy issues.

Of the top 50 most popular questions submitted to the website, more than a dozen pertained to marijuana law reform – including the legalization of medical marijuana and industrial hemp.

Despite the popular turnout, officials for Obama’s website dismissed the most popular question with the following one sentence response: “President-elect Obama is not in favor of the legalization of marijuana.”

On a separate website, Change.org, a similar question pertaining to the legalization of marijuana by adults leads in an ongoing online poll. Change.gov is not affiliated with the Obama administration, but intends to submit its top ten questions, as decided by online votes, to President Obama on Inauguration Day.

Commenting on the poll results, NORML Deputy Director Paul Armentano said, “These results affirm the general public’s widespread and vociferous support for amending America’s antiquated and overly punitive marijuana laws.”

Armentano added that he was disappointed with the Obama administration’s curt reply. “It was just over a month ago when statewide marijuana law reform initiatives in Massachusetts and Michigan prevailed with more votes than America’s soon-to-be 44th President,” Armentano said. “It wasn’t clear that the incoming administration was paying attention then and it appears that they aren’t listening now either. President-elect Obama was chosen by the voters, including those millions of American adults who use cannabis responsibly, to lead on a number of significant issues facing the United States today – not to hide his head in the sand and ignore the will of the electorate.”

Is saving the Drug Czar nominee as the last cabinet pick indicative of the low priority assigned by the incoming Obama administration to the so-called ‘war on drugs’?

With the entire cabinet nominated (save for US Ambassador to the United Nations and director of the Central Intelligence Agency), who is President–elect Obama going to nominate as director of the Office Of National Drug Control Policy (a.k.a. ‘Drug Czar’).

To date, Obama and Co. have prioritized the cabinet nominations of:

Secretary of State, Secretary of Defense, Secretary of Treasury, Secretary of Homeland Security, Attorney General, Secretary of Interior, Secretary of Commerce, Secretary of Health and Human Services, Secretary of Housing and Urban Development, Secretary of Education, Secretary of Agriculture, Secretary of Transportation, Secretary of Labor, Secretary of Environmental Protection Agency, Secretary of Veteran Affairs, National Security Adviser, Director of National Intelligence, Director of National Economic Council, Director of Securities and Exchange Commission, US Trade Representative and Director of Office of Management and Budget.

But no Drug Czar (or Czarina)!

Obama told the media yesterday that his entire cabinet would be nominated before he is to begin his last semi-sane holiday break this week with his family. But as of 10AM this morning (eastern), there has been no nominee announced for ‘Drug Czar’.

Hmmmmm. One wonders why not?

Looks like one reputed nominee for Drug Czar, retiring Republican congressman Jim Ramstad of Minnesota is getting hung up in the political vetting process. Some in the media and in drug policy reform inform NORML that Atlanta police chief Richard J. Pennington might emerge as the potential nominee. Some speculate that current Drug Czar transition team leader, Dr. Don Vereen, might pull a ‘Cheney’ and offer himself up as the best person to head the ONDCP.

Whatever the case and whomever the nominee, is the ONDCP nominee and their staff going to closely adhere to Obama’s stated goal that health (and environmental) policy-making in his administration, unlike the current Bush White House, will be guided by contemporary and credible science—and not ideology or politics?

In Obama’s now weekly radio address, he asserted this morning that science and rational thinking is going to instruct much of his decision-making in the realms of education, public health and environmental protection. To demonstrate such, this morning Obama nominated two prominent scientists—not political hacks—to fill important science policy-making roles in his new administration (Director of the White House Office of Science and Technology Policy and Director of the National Oceanic and Atmospheric Administration).

“Because the truth is that promoting science isn’t just about providing resources – it’s about protecting free and open inquiry. It’s about ensuring that facts and evidence are never twisted or obscured by politics or ideology. It’s about listening to what our scientists have to say, even when it’s inconvenient - especially when it’s inconvenient. Because the highest purpose of science is the search for knowledge, truth and a greater understanding of the world around us. That will be my goal as President of the United States.”

NORML certainly hopes that Obama’s professed support for science over political ideology logically extends to repairing and overhauling the country’s totally flawed and decidedly unscientific approach in administering a functional and economical criminal justice system—fueled in large part by antiquated and misguided illicit drug laws, notably the abject failure of 70 plus years of cannabis prohibition laws.

In the interim, please join me (and thousands of other drug policy reform supporters), with a bit-of-tongue-in-cheek, in advancing Drug Policy Alliance director Ethan Nadelmann, Ph.D as Obama’s next Drug Czar. Now that is change I can believe in!

Who President-elect Obama nominates for Drug Czar I believe will strongly demonstrate whether or not he genuinely believes in science as a guiding principle in replacing failed, feckless, racist and politically expedient law enforcement efforts to ‘control’ drugs with, ultimately, effective, commonsense, scientific and public health-based alternatives to America’s failed war on some drugs.

Questionable Military Recruiting Tactics?

Nearly 12,000 high schools administered the Armed Services Vocational Aptitude Battery (ASVAB), last year, most in direct violation of federal and
state laws. The ASVAB is a military test that is used to recruit high school juniors and seniors, many from poor districts, into the U.S. military. More than 1,000 schools require students to take the test without parental knowledge or consent. As a result, a treasure trove of information is shipped to recruiters.

It’s not difficult enlisting the support of rational school officials to re-examine their policies toward military testing. If you’re looking for an antiwar project that has the potential to deliver real results — in terms of fighting the military machine — this is for you! A few hours of work may deprive the military of thousand of valuable leads in your community. Unlike vigils and marches and workshops, fighting militarism in the public schools is a winning proposition with quantifiable results.

Is it shocking that military testing in the schools is so pervasive? Most Americans are pretty complacent and very few are political activists. Fewer still are committed to fighting rampant militarism or protecting privacy rights. Most don’t have a clue what the ASVAB is or how it is used as one of the military’s most effective recruiting tools but that’s changing.

Read this article by Dan Hardy of the Philadelphia Inquirer.  Mr Hardy filed a FOIA against the DoD and was able to land a ton of statistics regarding the 11,900 schools that offered the test.

Dan Hardy missed an important part of the equation, however, and that has to do with mandatory testing. 60,000 students in more than 1,000 high schools across the country were forced to take the ASVAB and had their information shipped to recruiters, many against their will and without parental knowledge.

While I love the tongue-in-cheek humor here, its time to take a closer look at pay and severance packages for CEOs at investment houses, banks and mortgage lenders, who perversely stand to benefit from the public’s largesse.

Here’s a quick overview:

Lehman Brothers Chairman and CEO Richard Fuld Jr. made $34 million in 2007. Lehman (OTC:LEHMQ) filed for Chapter 11 Bankruptcy protection earlier this month. Fuld also sold nearly a half-billion –$490 million – from selling LEH stock;

Goldman Sachs (NYSE:GS)paid its Chairman and CEO Lloyd Blankfein $70 million last year. Co-Chief Operating Officers Gary Cohn and Jon Winkereid were paid $72.5 million and $71 million, respectively.

Bears Sterns (BSC JPM)former chairman Jimmy Cayne, rescued by a $29 billion Fed shotgun wedding to JPM, received $60 million when he was replaced;

American International Group (AIG) chief executive Martin Sullivan got a $14 million compensation package in 2007. He was ousted in June. The insurance giant (NYSE:AIG) is on the receiving end of an $85 billion federal bailout. Robert Willumstad was handed $7 million for his three months at the helm. (Edward Liddy took over as AIG’s chief executive earlier this month).

Morgan Stanley (MS) Chairman John Mack earned $1.6 million + stock. Chief Financial Officer Colin Kelleher got a $21 million paycheck in 2007. Morgan Stanley also received an expedited approval to become a banking holding company in 48 hours — that’s record time.

Countrywide Financial’s (CWF BAC) founder & CEO Angelo Mozilo,  which has been at the forefront of the subprime fiasco, cashed in $122 million in stock options in 2007; His total take is estimated at over $400 million dollars;

• Stanley Neal, who steered Merrill Lynch (NYSE:MER) into financial collapse before being taken over by Bank of America, was given a package of $160 million when he left his post last year; That package makes current CEO John Thain was paid $17 million in salary, bonuses and stock options in 2007 look like a bargain.

Bank of America (NYSE:BAC) is acquiring Merrill. BofA CEO Kenneth Davis brought home $25 million in 2007.

JP Morgan Chase & Co. (JPM) Chairman and CEO James Dimon earned $28 million in 2007. Chase  acquired troubled investment house Bear Stearns earlier this year with the federal reserve backstopping $29 billion in Bear assets to help get the deal done.

Fannie Mae (FNM) CEO Daniel Mudd received $11.6 million in 2007. His counterpart at Freddie Mac (FRE) Richard Syron, brought in $18 million. Federal government is taking over the mortgage backers with Herbert Allison to serve as Fannie CEO and David Moffett the new CEO at Freddie.

Wachovia Corp. (WB) Chairman and CEO G. Kennedy Thompson received $21 million in 2007. He was succeeded by Robert Steel as CEO in July. Steel is slated to get a $1 million salary with an opportunity for a $12 million bonus, according to CEO Watch. Wachovia (NYSE:WB) is one of the banks that could be sold in the midst of the financial crisis.

• Seattle-based Washington Mutual (WM) will pay its new CEO Alan Fishman a salary and incentive package worth more than $20 million through 2009 for taking the helm of the battered bank, according to the Puget Sound Business Journal.

Not only are these statistics not funny, I find them highly offensive. Does anyone really need more money than they can possibly spend in a lifetime?

Marijuana Use Common Among Chronic Pain Patients

Baltimore, MD: Marijuana use is prevalent among patients suffering from chronic pain, many of whom are likely using the drug in order to self-medicate, according to findings published in the Journal of Analytical Toxicology.

Investigators at the Johns Hopkins School of Medicine in Baltimore, Maryland analyzed a total of 13,948 urine specimens from patients at 31 pain clinics in six states.  A total of 10,922 specimens tested positive for at least one licit or illicit substance.  Nine-hundred and sixty-seven samples (8.9 percent) tested positive for the presence of cannabis metabolites.

Authors speculated that the high prevalence of cannabis use within this patient population was likely due to “self-medication,” noting that marijuana has been found to possess both analgesic and sleep inducing properties.  Investigators found that the prevalence of cannabis was three-times higher than that of cocaine (the second most commonly identified illicit substance), and that patients typically used pot in combination with opioids.

NORML Executive Director Allen St. Pierre said that the findings provide further support for legislation legalizing the physician-supervised use of marijuana.  “Currently, nearly ten percent of chronic pain patients are violating federal and likely state laws to try and gain some relief from their suffering,” he said.  “Even more troubling, under cannabis prohibition, many of these same patients are being callously denied access to prescription pain medications, simply because they also use marijuana.”

According to case reports compiled by California NORML, a growing number of state-authorized medical marijuana patients are also being denied prescription pain medications because of their medicinal cannabis use.

“Chronic pain patients are being denied essential medications because of outdated and cruel federal restrictions on the use of cannabis, which has been shown to be effective in controlling pain and reducing patient’s dependency on dangerous narcotics,” California NORML Coordinator Dale Gieringer said.  “It is unconscionable to force pain clinics to engage in this sort of pharmaceutical McCarthyism.”

Auto Industry Buyout vs. Bailout

Members of Congress, here’s what I propose:

1. Transporting Americans is and should be one of the most important functions our government must address. And because we are facing a massive economic, energy and environmental crisis, the new president and Congress must do what Franklin Roosevelt did when he was faced with a crisis (and ordered the auto industry to stop building cars and instead build tanks and planes): The Big Three are, from this point forward, to build only cars that are not primarily dependent on oil and, more importantly to build trains, buses, subways and light rail (a corresponding public-works project across the country will build the rail lines and tracks). This will not only save jobs, but create millions of new ones.

2. You could buy all the common shares of stock in General Motors for less than $3 billion. Why should we give GM $18 billion or $25 billion, or anything? Take the money and buy the company! (You’re going to demand collateral anyway if you give them the “loan,” and because we know they will default on that loan, you’re going to own the company in the end as it is. So why wait? Just buy them out now.)

3. None of us want government officials running a car company, but there are some very smart transportation geniuses who could be hired to do this. We need a Marshall Plan to switch us off oil-dependent vehicles and get us into the 21st century.

This proposal is not radical or rocket science. It just takes one of the smartest people ever to run for the presidency to pull it off. What I’m proposing has worked before. The national rail system was in shambles in the ’70s. The government took it over. A decade later, it was turning a profit, so the government returned it to private/public hands, and got a couple billion dollars put back in the treasury.

This proposal will save our industrial infrastructure — and millions of jobs. More importantly, it will create millions more. It literally could pull us out of this recession.

And Mike is not the only one who thinks buying out the auto industry is a good idea.

Rob Weigand over at Seeking Alpha had this to say:

There’s been a lot of cyber ink and hot air devoted to the question of whether or not the U.S. Government should get involved in General Motors’ (GM) difficulties. Here’s my two cents on the issue: Don’t bail out GM with loans – you’ll never see a nickel of that money again. Instead, the government should execute a hostile takeover of the whole company, hire one or more private equity firms to turn the company around, and bank a profit when GM’s stock can be sold to the public again in a few years.

We need to break free of labels like “socialism” and “nationalization” that are limiting our thinking right now and recruit some of our most highly-talented American entrepreneurs to help us fix the monumental problems our country is currently facing.

Ralph E. Shaffer and Norma Jeanne Strobel at the San Gabriel Valley Tribune agree that a government takeover could save our economy. Here’s what they said:

When Fullerton resident H. Gaylord Wilshire sought the Southern California congressional seat in 1890, he ran on a very simple platform: “Let the Nation own the trust.” The part-time farmer and full-time reformer was responding to economic abuses of his era not unlike those of the current period. Just as the economic grievances of millions of American farmers, workers and small businessmen might have been resolved in the 1890s by nationalization, in 2008 government ownership of financial institutions and giant corporations could end our current economic crisis.

I really don’t know how you can say it any plainer than that. Wake up Washington and do the right thing, for a real change.

Israel and Palestine, part three

ANYONE WHO TAKES BLOOD-MONEY FROM ISRAEL’S LOBBY IS ACCOUNTABLE FOR ISRAEL’S ACTIONS, PLAIN AND SIMPLE.

WHAT MUST THE UNITED STATES DO?

We cannot sit back and permit the lobby of a foreign government to determine U.S. Middle East policy that is not in the best interests of the United States of America.

We want our tax dollars spent at home, not sent to Israel, A RACIST, NAZI STATE which refuses to return illegally seized lands to Palestinians that would be condemned were it any other group of people. Our bought-and-paid-for congress must not continue to allow their masters-the
Israel lobby-to harm America’s own interests.

Not wanting to over-use an already overused line, but America…WAKE UP. We are in real deep trouble here and it is going to take you-my fellow Americans-raising your voices and saying NO MORE!!! No more of the same shame we have been living with for far to long.

Write, phone, email your representatives in congress. Tell your friends, family and neighbors. Do not be afraid of being called all the predictable names. They mean nothing. Get hold of McCain and Obama and tell them NO MORE. Stop this madness before its too late. For your own sake for
that of your children, at least try. Your children and grandchildren are counting on you, because it’s their future you hold in yours hands, so don’t waste it for them, and definitely, don’t waste it for Israel.

Israel and Palestine, part two

THE HUMAN TOLL

In a special interview aired on Israeli television, a former Israeli soldier said that Israeli soldiers committed “unimaginable” practices against Palestinians. Being a survivor of the murderous attack on our ship USS Liberty June 8, 1967 I can vouch for that as well, since I personally witnessed “unimaginable” inhuman slaughter, in particular that of Americans on the high seas by the Government of Israel, resulting in 34 murdered and 174
wounded. According to the testimony of this former Israeli soldier, a common practice among them is competing among themselves to see who could kill more Palestinians, bragging afterward about how many they killed, deliberately targeting and killing children walking home from school or
playing outside, and slamming the heads of handcuffed Palestinians onto concrete walls. I bet the Israelis had a great big laugh over the murders they committed against their American friends aboard AMERICA’S ship USS LIBERTY!!

There is no telling in the many many months of Israeli occupation how many Palestinians have been murdered, tortured to death, starved to death, and the untold who have been maimed and injured for life by Israeli troops and Jewish extremists. Many of the victims are average citizens on their way to work or to school, while others are involved in protests against occupation. Only a handful were armed-do you blame for trying to protect their families?

The ugly truth though is that Israel is not putting America in an impossible situation in the Middle East. Rather it is the President and the congress who are putting America in an impossible situation by allowing Israel to get by with these crimes. To call it despicable and Un-American is the understatement of the millenium.

Palestinians watch as Israel brings to bear against them and their loved ones American-made weapons and over 15 million dollars a day in taxpayer money and all of this while America is in the worst financial crises ever. And yet, AND YET, Israel STILL demands that money, money we Americans must borrow, and for what? TO GIVE TO A TERRORIST STATE, money our kids and grandkids will have to pay back and which our elected officials on bended knees are so very happy to turn over. Its worse than disgusting, although I don’t really know what the right word would be.

With out the billions of dollars of American tax payers money pour into Israel every year, not counting the jet aircraft, tanks, and on and on, Israel would find it difficult IF NOT IMPOSSIBLE to sustain its illegal and murderous occupation of Palestine that has gone on for over 41 years and continues that jeopardize American interests in such an area as vital as the Middle East.

Look at us now-in Iraq with well over 4,000 American sons and daughters dead, and for what? One word-ISRAEL-and now as if this weren’t enough to satisfy her, now she wants us to fight another war for her in Iran and our gutless leaders in Washington DC will more than oblige their masters in Israel and sacrifice more American blood and treasure. Unbelievable but true.

Why isn’t our congress and our administration calling on Israel to stop the racism and discrimination against Palestinians and end the occupation? In truth the answer does not need to even be stated, but I will state it nevertheless-FEAR. They are all bought-and-paid-for whores of Israel and could care less about the Palestinians or even their own American countrymen for that matter.

Israel uses tanks, helicopters, death squads, state-of-the-art smart bombs against the Palestinians (women and children alike) but our Congressmen and Congresswomen and our President have not dared to call it what it is-ISRAELI TERRORISM. They will talk us till they’re blue in the face about ‘Islamic terrorism’, but hear them get anywhere near that ‘J’ word and they will run from it like a long-tailed cat in a room full of rocking chairs. When a Palestinian living under Israeli occupation strikes at Israel, he is labeled in no uncertain terms a terrorist.

Why the double standards? Why is Israel permitted everything in its effort to keep the last colonial adventure of the world?

AIPAC and over 15 other Jewish lobbies for Israel operate on combined budgets exceeding 50 million a year or more. AIPAC, the pro-Israel lobby with the closet links to the government of Israel, is recognized by Fortune magazine to be one of the most powerful lobbies on the hill and
our elected stooges gravel at their feet.

ANYONE WHO TAKES BLOOD-MONEY FROM ISRAEL’S LOBBY IS ACCOUNTABLE FOR ISRAEL’S ACTIONS, PLAIN AND SIMPLE.

Israel and Palestine, part one

As the conflict between Israel and Palestine rages in the Middle East, the people of the United States, including President George W Bush and all members of Congress, must ask themselves two questions:

*How would you feel if an invader came into your neighborhood and told you to leave your home immediately because it was going to be demolished so the land could be used to build many new homes for the murderous invaders of Israel?

*Would you sit back and offer no resistance as your entire life was reduced to rubble?

Answer those questions honestly and you will understand the plight of all Palestinians who been forced to live in subhuman conditions under Israeli execution, occupation and control. If we would not tolerate the abusive aggression of an invader in our own communities, how can we allow
Congress and the President George W Bush to-not only condone such murderous aggression from Israel, but-pay for it, and all with our taxpayer money, covered not only with the blood of Palestinians, but with Americans as well, and in particular the sons of the USS Liberty, attacked by Israel 41 years ago.

ISRAELI APARTHEID AGAINST PALESTINIANS

Sue Heher, a South African Representative stationed in the West Bank, had the following to say-”Other South African colleagues who have visited Palestine have typically said they felt the situation here {Palestine} to be worse than that of apartheid South Africa…’

For those who need a little more info regarding Mz. Heher’s comments here, let the following be considered:

  • Palestinians are forced to carry identification cards at all times when traveling from city to city
  • Palestinians must apply for a very difficult-to-obtain permit to travel from city to city.
  • Palestinians are forced to stand in separate lines than Jews, so that the Jews are not ‘tainted’ through what they consider ‘contact’ with ‘inferior’ beings
  • Palestinians are not allowed to live in Jewish-only housing, even when Palestinians have deeds proving their ownership of this property…
  • Palestinians-Muslim and Christian-are not allowed to buy, rent or lease land in 92% of the State of Israel, simply because they are not Jewish
  • Israel gives 85% of water resources in Palestine to Israelis and the remaining 15% is divided among all Palestinians in the West Bank and Gaza, even though the Palestinian population is much larger…
  • Israeli sieges have stopped most Palestinians from going to work, going to school (if they dare to for fear of beatings or sniper fire on innocent children) going to hospitals with little or no medications, or going shopping for basic necessities like food (if any is to be found) thereby reducing the Palestinian population to starvation and disease…
  • Israel refuses to abide by over 65 United Nations Security resolutions…
  • Palestinians have recognized the right of Israel to exist in 78% of the country and Israel still has not reciprocated. Instead the masters of the Palestinians cage them in Gaza as sub-human animals with no fresh water, no food, NOTHING. If this were done to even a handful of Jews anywhere else in the world it would be considered a holocaust and the military might of the United States would be brought to bear in ‘fixing’ it…

I wish I could throw my shoes at the bastard too!

This is a gift from the Iraqis. This is the farewell kiss, you dog! This is from the widows, the orphans and those who were killed in Iraq.” Muntadar Al-Zaidi, reporter for Al-Bagdadiya TV.

A courageous Iraqi journalist, Mr. Muntadar al-Zaidi yesterday launched two “NIKE MISSILES” at President George Bush — but he wasn’t quite accurate, or rather, his home run throw was not fast enough, allowing the physically fit LIAR in CHIEF to duck and evade, TWICE!

Showing the soles of shoes to someone is a sign of contempt in Arab culture.

“If you want the facts, it’s a size 10 shoe that he threw,” Mr Bush joked afterwards.

Al-Baghdadiya’s bureau chief told the Associated Press that he had no idea what prompted Mr Zaidi to attack President Bush, although reports say he was once kidnapped by a militia and beaten up.

“I am trying to reach Muntadar since the incident, but in vain,” said Fityan Mohammed. “His phone is switched off.”

Correspondents said the attack was symbolic. Iraqis threw shoes and used them to beat Saddam Hussein’s statue after his overthrow.

The odd thing is that prime minister, Al-Maliki, barely MOVED, except for extending his right arm, while Bush was ducking for dear life!…., as the shoes, flung one at a time, sailed past his head during the press conference, with the Prime Minister, in his palace, in the heavily fortified Green Zone.

Muntadar al-Zaidi was quickly wrestled to the ground and hauled away.

The US president has now continued to Afghanistan to inspect troops there.

He arrived before dawn at Bagram air force base, and is due to hold talks with President Hamid Karzai.

Earlier in Baghdad, Mr Bush and Iraqi PM Nouri Maliki signed the new security agreement between their countries.

The pact calls for US troops to leave Iraq in 2011 - eight years after the 2003 invasion that has in part defined the Bush presidency.

Speaking just over five weeks before he hands over power to Barack Obama, Mr Bush also said the war in Iraq was not over and more work remained to be done.

His previously unannounced visit came a day after Defence Secretary Robert Gates told US troops the Iraq mission was in its “endgame”.

New Report: RECESSION COULD CAUSE LARGE INCREASES IN POVERTY AND PUSH MILLIONS INTO DEEP POVERTY

Stimulus Package Should Include Policies to Ameliorate Harshest Effects of Downturn

Sharon Parrott of the Center on Budget and Policy Priorities is the author of a new report estimating that the number of poor Americans will rise by 7.5 million - 10.3 million if the recession causes the unemployment rate to reach 9 percent, with the number of poor children rising by 2.6 million - 3.3 million.  The investment firm Goldman Sachs has projected unemployment at 9 percent in the last quarter of 2009.  The report also estimates very large increases in the number of people living below half the federal poverty line.  (The 2008 poverty guidelines are $17,600 for a three-person family, for example; a family of that size with an income of less than $8,800 is below half the poverty line.)

The report also shows that poor people are far less likely to be lifted out of deep poverty by federal programs now than they were in 1995, and recommends federal action to prevent large increases in poverty.  Among the proposals recommended are a temporary increase in food stamp benefits (now called SNAP), additional rental assistance, improvements to the Temporary Assistance for Needy Families contingency fund, expanded unemployment benefits, and more aid to states.

Goldman Sachs projects that the unemployment rate will rise to 9 percent by the fourth quarter of 2009 (the firm has increased its forecast for the unemployment rate a couple of times in the last month). If this holds true and the increase in poverty relative to the increase in unemployment is within the range of the last three recessions, the number of poor Americans will rise by 7.5-10.3 million, the number of poor children will rise by 2.6-3.3 million, and the number of children in deep poverty will climb by 1.5-2.0 million.

Already there are signs that the recession is hitting low-income Americans hard. Between September 2006 and October 2008, the unemployment rate for workers age 25 and over who lack a
high school diploma - a heavily low-income group - increased from 6.3 percent to 10.3 percent. Yet low-income workers who lose their jobs are less likely to qualify for unemployment benefits than higher-income workers, due to eligibility rules in place in many states that deny benefits to individuals who worked part time or did not earn enough during a “base period” that often excludes workers’ most recent employment.

As another sign that poverty is now climbing rapidly, food stamp caseloads have increased dramatically in recent months, rising by 2.6 million people or 9.6 percent between August 2007 and August 2008, the latest month for which data are available. In 25 states, at least one in every five children is receiving food stamps. Because monthly food stamp caseload data are available long before the official Census poverty data for the prior calendar year, rising food stamp caseloads are
the best early warning sign of growing poverty.

Here are options that policymakers can consider, virtually all of which also would rate high as effective stimulus measures in terms of “bang for the buck” — i.e., the amount of new spending they would infuse into the economy for each dollar that the federal government spends:

  1. A temporary increase in food stamp benefits.
  2. Additional rental assistance through the housing voucher program.
  3. Expand and improve the TANF contingency fund.
  4. Expand and extend unemployment benefits.
  5. Provide significant fiscal relief to states.

America’s Wars of Self-Destruction

War is a poison. It is a poison that nations and groups must at times ingest to ensure their survival. But, like any poison, it can kill you just as surely as the disease it is meant to eradicate. The poison of war courses unchecked through the body politic of the United States. We believe that because we have the capacity to wage war we have the right to wage war. We embrace the dangerous self-delusion that we are on a providential mission to save the rest of the world from itself, to implant our virtues—which we see as superior to all other virtues—on others, and that we have a right to do this by force. This belief has corrupted Republicans and Democrats alike. And if Barack Obama drinks, as it appears he will, the dark elixir of war and imperial power offered to him by the national security state, he will accelerate the downward spiral of the American empire.

Obama and those around him embrace the folly of the “war on terror.” They may want to shift the emphasis of this war to Afghanistan rather than Iraq, but this is a difference in strategy, not policy. By clinging to Iraq and expanding the war in Afghanistan, the poison will continue in deadly doses. These wars of occupation are doomed to failure. We cannot afford them. The rash of home foreclosures, the mounting job losses, the collapse of
banks and the financial services industry, the poverty that is ripping apart the working class, our crumbling infrastructure and the killing of hapless Afghans in wedding parties and Iraqis by our iron fragmentation bombs are neatly interwoven. These events form a perfect circle. The costly forms of death we dispense on one side of the globe are hollowing us out from the inside at home.

The “war on terror” is an absurd war against a tactic. It posits the idea of perpetual, or what is now called “generational” war. It has no discernable end. There is no way to define victory. It is, in metaphysical terms, a war against evil, and evil, as any good seminarian can tell you, will always be with us. The most destructive evils, however, are not those that are externalized. The most destructive are those that are internal. These hidden evils, often defined as virtues, are unleashed by our hubris, self-delusion and ignorance. Evil masquerading as good is evil in its deadliest form.

The decline of American empire began long before the current economic meltdown or the wars in Afghanistan and Iraq. It began before the first Gulf War or Ronald Reagan. It began when we shifted, in the words of the historian Charles Maier, from an “empire of production” to an “empire of consumption.” By the end of the Vietnam War, when the costs of the war ate away at Lyndon Johnson’s Great Society and domestic oil production began
its steady, inexorable decline, we saw our country transformed from one that primarily produced to one that primarily consumed. We started borrowing to maintain a lifestyle we could no longer afford. We began to use force, especially in the Middle East, to feed our insatiable demand for cheap oil. The years after World War II, when the United States accounted for one-third of world exports and half of the world’s manufacturing, gave way to huge trade imbalances, outsourced jobs, rusting hulks of abandoned factories, stagnant wages and personal and public debts that most of us cannot repay.

The bill is now due. America’s most dangerous enemies are not Islamic radicals, but those who promote the perverted ideology of national security that, as Andrew Bacevich writes, is “our surrogate religion.” If we continue to believe that we can expand our wars and go deeper into debt to maintain an unsustainable level of consumption, we will dynamite the foundations of our society.

“The Big Lies are not the pledge of tax cuts, universal health care, family values restored, or a world rendered peaceful through forceful demonstrations of American leadership,” Bacevich writes in “The Limits of Power.” “The Big Lies are the truths that remain unspoken: that freedom has an underside; that nations, like households, must ultimately live within their means; that history’s purpose, the subject of so many confident pronouncements, remains inscrutable. Above all, there is this: Power is finite. Politicians pass over matters such as these in silence. As a consequence, the absence of self-awareness that forms such an enduring element of the American character persists.”

Those clustered around Barack Obama, from Madeline Albright to Hillary Clinton to Dennis Ross to Colin Powell, have no interest in dismantling the structure of the imperial presidency or the vast national security state. They will keep these institutions intact and seek to increase their power. We have a childish belief that Obama will magically save us from economic free fall, restore our profligate levels of consumption and resurrect our imperial power. This naïve belief is part of our disconnection with reality. The problems we face are structural. The old America is not coming back.

The corporate forces that control the state will never permit real reform. This is the Faustian bargain made between these corporate forces and the Republican and Democratic parties. We will never, under the current system, achieve energy independence. Energy independence would devastate the profits of the oil and gas industry. It would wipe out tens of billions of dollars in weapons contracts, spoil the financial health of a host of private contractors from Halliburton to Blackwater and render obsolete the  existence of U.S. Central Command.

There are groups and people who seek to do us harm. The attacks of Sept. 11 will not be the last acts of terrorism on American soil. But the only way to defeat terrorism is to isolate terrorists within their own societies, to mount cultural and propaganda wars, to discredit their ideas, to seek concurrence even with those defined as our enemies. Force, while a part of this battle, is rarely necessary. The 2001 attacks that roused our fury and unleashed the “war on terror” also unleashed a worldwide revulsion against al-Qaida and
Islamic terrorism, including throughout the Muslim world, where I was working as a reporter at the time. If we had had the courage to be vulnerable, to build on this empathy rather than drop explosive ordinance all over the Middle East, we would be far safer and more secure today. If we had reached out for allies and partners instead of arrogantly assuming that American military power would restore our sense of invulnerability and
mitigate our collective humiliation, we would have done much to defeat al-Qaida. But we did not. We demanded that all kneel before us. And in our ruthless and indiscriminate use of violence and illegal wars of occupation, we resurrected the very forces that we could, under astute leadership, have marginalized. We forgot that fighting terrorism is a war of shadows, an intelligence war, not a conventional war. We forgot that, as strong as we may
be militarily, no nation, including us, can survive isolated and alone.

The American empire, along with our wanton self-indulgence and gluttonous consumption, has come to an end. We are undergoing a period of profound economic, political and military decline. We can continue to dance to the tunes of self-delusion, circling the fire as we chant ridiculous mantras about our greatness, virtue and power, or we can face the painful reality that has engulfed us. We cannot reverse this decline. It will happen no matter what we do. But we can, if we break free from our self-delusion,
dismantle our crumbling empire and the national security state with a minimum of damage to ourselves and others. If we refuse to accept our limitations, if do not face the changes forced upon us by a bankrupt elite that has grossly mismanaged our economy, our military and our government, we will barrel forward toward internal and external collapse. Our self-delusion constitutes our greatest danger. We will either confront reality or plunge headlong into the minefields that lie before us.

Capitalism to Socialism

The transition from capitalism to socialism is the most difficult problem of socialist theory and practice. To add to this the question of ecology might therefore be seen as unnecessarily complicating an already intractable issue. I shall argue here, however, that the human relation to nature lies at the heart of the transition to socialism. An ecological perspective is pivotal to our understanding of capitalism’s limits, the failures of the early socialist experiments, and the overall struggle for egalitarian and sustainable human development.

My argument has three parts. First, it is crucial to understand the intimate connection between classical Marxism and ecological analysis. Far from being an anomaly for socialism, as we are often led to believe, ecology was an essential component of the socialist project from its inception-notwithstanding the numerous later shortcomings of Soviet-type societies in this respect. Second, the global ecological crisis that now confronts us is deeply rooted in the “world-alienating” logic of capital
accumulation, traceable to the historical origins of capitalism as a system. Third, the transition from capitalism to socialism is a struggle for sustainable human development in which societies on the periphery of the capitalist world system have been leading the way.
